Herr was the first manufacturer of 1/87th scale plastic model cars in the GDR. The company had been founded by Luise and Erich Herr in Berlin-Treptow in 1924 and originally manufactured model railroad accessories. After World War II, Herr produced model railways, and in 1954, they introduced their first 1/87th scale model car, an EMW 340-2. Other models of Eastern European vehicles in the same scale followed in the 1960s: IFA H3A platform truck, Skoda Octavia Combi, and various Ikarus buses. During the same period, the company intensified cooperation with Espewe in Annaberg-Buchholz, and from 1968, models developed by Herr were marketed under the Espewe name. In 1972, the factory in Berlin was fully nationalized and renamed into VEB Plastspielwaren Berlin.
